To many or not enough flowers when you dip

I love the concept of this and really wanted it to be great.. but I found the dipping would give me too many flowers or not enough, also, when you file and buff the flowers ten to go blurry. It just looks a mess with dotted different colours. Not sure what I am doing wrong.
